 If you start Browse its View menu has a "vertical arrow over three boxes"
 icon.  This has no tooltip and doesn't do anything when clicked.  It's
 mystifying (FWIW nobody on #olpc-help knew what it did either).

 I browsed web-activity source (!) to find this is the Show Tray/Hide Tray
 icon, then figured out it's inactive and only works after you
 star-"bookmark" something in the Browse session.  Once you have done this
 then the icon has a tooltip (Show/Hide Tray) and does something.

 The discoverability/usability is poor.  Maybe in Sugar:[[BR]]
 * need more distinct appearance for inactive icons [[BR]]
 * still show the tooltip for inactive icons[[BR]]
 (These might be bug #2944)

 For this specific icon and action, maybe:[[BR]]
 * Don't make this icon inactive, still show/hide an empty tray.[[BR]]
 * or if user chooses it, alert "Bookmark something first!"[[BR]]
 * or have special tooltip text for the inactive icon.
