 I've created a new olpc-licenses package and placed it in my public_rpms
 directory on crank. The package includes licenses and exception text from
 the RPMs shipped in the current build. These licenses were included in
 RPMs but were was stripped during our build process.

 This packages contains and introduces no new code into the build. It
 exists only to ensure compliance with the GPL and other licenses covering
 software shipped in the current build.

 It's inclusion will fix #4265.
