#5687: Openining a Record-generated ogg object from the Journal causes Browse to
initate a "download"

Recording video in Record creates a video object in the Journal. Opening
this object from inside Journal into Browse causes a download of this file
to begin, instead of the file being opened. The download creates a file
in the datastore of a size identical to that previously generated by
Record. The downloaded file does not have the same icon in Journal as the
video originally created by Record; instead, it has a binary-type icon.
Instead of downloading and creating a copy, the Record-created object
should start to play in Browse when opened. Identical video data opened
directly from the clipboard behaves correctly when opened: it plays
instead of downloading. The object created by adding the clipboard object
to the journal (which, incidently, has a binary icon instead of a video
icon) also opens correctly. The "downloaded" file also plays correctly
when opened; in spite of the fact that it seems identical (it has the same
size as the file that causes the download, and plays the same video) it
does not initiate a third download.
Additionally, the ability should also exist to open these objects into
Record as well as Browse.
This bug seems somewhat related to what is happening to Browse in #5664.
