Sorry, WAP (Wireless Access Point), not WEP ("Wire Equivalent Privacy", a
misnomer if there ever was one). Should have just said AP, I guess.
On any modern 802.11 chipset I've ever seen, it only takes a few seconds
to do a basic b/g scan for APs. Scanning for the mesh only on 1/6/11
seems reasonable; there's not likely to be a bunch of random meshes out
there. But there's lots of Internet-connected conventional APs you won't
see unless you scan the whole band for them. Even in the poorest parts of
the world, as I understand it, there's more and more Internet Cafes with
APs out there, and I wouldn't count on them all to be configured to the
same three channels. Besides, different parts of the world have different
channel conventions (an extra two channels in Europe, only one channel in
Japan, etc) so it's hard to know what you'll be running into.
If this issue really won't be fixed, it needs to be super-prominently
documented / reported---I'm not the only one who has been surprised by it
so far, to judge from the wiki. But I would recommend changing this bug
from closed wontfix to open notnow in any case, and getting someone to
look at it again at some point after the dust settles on the more critical
stuff.
Thanks much for looking into it so quickly.
