 We seem to be setting our clock to local time, not UTC.  I believe
 /etc/sysconfig/clock needs to include a UTC=true line in addition to the
 ZONE= line.

 This should be fixed in both pilgrim (which writes the default
 /etc/sysconfig/clock) and sugar-control-panel (which updates
 /etc/sysconfig/clock).

 I believe this should be fixed for Update.1, so that Update.2 doesn't
 screw with people's clocks.
