 it only persists if we're running the appropriate hwclock incantation on
 shutdown (and if hwclock works on our architecture).  Are we/does it?

 We can downgrade this to 'Opportunity' if you like, but I think that
 sugar-control-panel should eventually grow this functionality.  (It would
 be an appropriate place to en/disable network time sync as well.)
