 sugar-control-panel uses /usr/share/zoneinfo/zone.tab to determine the
 list of valid timezones.  But zone.tab contains only timezones which are
 associated with a physical location; GMT and UTC are not included.  Hence
 you can't use sugar-control-panel to (re)set the timezone to GMT.
 (Europe/London is not equivalent; that includes a British Summer Time
 correction, I believe.)
