 One of the 'tests' in our build testing framework should generate API docs
 for all python libraries on the system, but especially for sugar and
 friends.  We should always be able to link to the most recent API docs;
 the ones linked from http://wiki.laptop.org/go/API_Reference are always
 out of date.
