 I think the firmware in the build is stale; we need to ensure current
 firmware is in the build.  It is a bug that this isn't the case now.

 What is more, we need to ensure in the release process we have a checklist
 such that we've made sure that this happens on subsequent releases.

 I'm assigning it to Mitch to begin the discussion of how it gets
 built, packaged, and into the build in a way we don't ship releases
 with the wrong version of firmware...
