#5518: In few-clicks Sugar, you need to click a lot to navigate around toolboxes

 This may be a nitpick, considering the higher-level goals of Sugar, but
 currently the place where you click the most in the "Sugar shell" is when
 switching between toolbars in activities.
  This decreases a bit when they switch automatically depending on the
 current selection, and perhaps one day they will be so carefully
 constructed that it will work 80% of the time.

 Still I suggest (for your consideration) making the toolbar tabs 1st class
 objects, i.e., allow them to operate like other buttons on the UI: with
 show-palette-on-hover (in this case, toolbox), and toolbox scrubbing.
