Yes, I agree after deauth, we should be able to change channel. However, I
see one problem.
In the driver we dont check for deauth/deassoc reason code. Therefore, if
firmware due to some reason fails to act on deatuh it sets reason code to
indicate this. But driver irrespective of deauth reason code always
assumes successful deauth and goes ahead with next command.
This needs to be fixed in the driver.
Having said that, if firmware successfully processes deauth and then fails
to change channel, I would treat that as a firmware bug.
