 I checked the machine--it was a B4 that had been upgraded to 650. The
 Activities directory had owner root and 770 permissions. Must have somehow
 been an update anomaly: I don't know the previous history of the machine.
 I suggest we close this bug and reopen a new one in the case that it
 somehow reoccurs.
