 These parse the Sugar command line args into globals, allow the Sugar
 window manager properties to be set, and have the scripting code that
 copies them over.  No sound, strange icon, but after you get into the main
 game, there's only one icon in the donut for !SimCity.

 (Note:  all simcity fixes are going into Micropolis first, since new
 simcity releases require a new round of QA by Electronic Arts.  They last
 QA'd it on ship.1 -- where it worked.)
