Comment:

 I think it's because someone did a mass-move of bugs from "FRS" to
 "Update.2", and then there wasn't a review of the Update.2 bugs to
 determine which should be moved back to Update.1.

 "Check the library for dead links", however it's achieved, should be part
 of the release criteria that we test every candidate ship build against
 before giving it the green light.
