 Working on server-side scalability tweaks in #5311, I've now realised that
 if you join an activity, and it has people in who you can't see via your
 Friends / Nearby / Random groups, then you won't be able to retrieve their
 OLPC Buddy Properties PEP node because you won't be subscribed to them.

 Gabble already always sends off a pubsub request for any handle which is
 given to it for a GetBuddyProperties request (regardless of subscription
 state) so I think all we need to do to fix this is to put some extra ACL
 info into when we publish our buddy properties node so that it's readable
 by people who aren't subscribed to us. Accordingly, the patch will
 probably be quite small.

 Guillaume, can you work on this as a priority? If this isn't fixed then
 this makes it hard/impossible for us to go ahead with any of the server-
 side scalability tweaks I've been working on for Update.1.
