Comment(by hal.murray):

 There are two parts to this tangle.

 One is getting the time zone setup correctly.

 The other is getting the RTC/TOY clock to run in
 UTC rather than local time.

 Most systems hI've worked with ave something like:
   UTC=true
 in /etc/sysconfig/clock

 So far, the XO doesn't even have that file.

 My fedora box also says
   ZONE="America/Los_Angeles"
 but I don't know why or who uses that, if anybody.
