 I'm not sure what you mean by shrinking and expanding, but do what you've
 got to do to make it match the visual design.  Let's see if I can
 articulate this:

 Consider an absolute maximum rect of size 75x75, with a recommended size
 of 45x45 a maximum allowed size of 55x55, where these rects are centered
 with respect to each other.  The badge may be positioned on the icon such
 that the ''center'' of the badge is located within the recommended rect.
 With a maximum badge size of 30px (with padding), this gives us a maximum
 allowed rect for icon+badge that is of size 75x75 (15 + 45 + 15), where
 the maximum actual size (with one badge) of the rect (not centered) will
 be 60px (45 + 15).  In any case, this does extend well outside of the
 allotted 55px region.

 Did that make any sense whatsoever?  Need a diagram?  The short story is
 that the badge has free reign anywhere as long as it remains fully within
 the 75x75px rect centered around the icon, including padding.
