Comment:

 There should probably be some delay before telling NM to reassociate.

 Here's the reasoning: a teacher in a classroom may tell the kids "close
 the laptops" to get their attention.  Yet we want instant on to work when
 the kids resume.

 I'd make the timeout just over an hour.
