#3074: The ability to download & install .xo files doesn't work with all .xo links

 The ability to click a link to an .xo file, and have it be downloaded and
 installed doesn't happen at all times. For ex:
 At http://wiki.laptop.org/go/Turtle_Art , clicking on
 http://hcs.harvard.edu/~sjklein/TurtleArt.xo link works as expected.

 At http://dev.laptop.org/~cjb/pippy/ , clicking on
 http://dev.laptop.org/~cjb/pippy/Pippy-5.xo link will open the binary
 file, showing funky characters.

 Also, when I use wget to download both files, it informs that TurtleArt.xo
 file is of mime-type application/x-zip, and Pippy-5.xo is of mimetype
 text/plain
