Comment:

 Take in account that on those activities whose startup is cpu-bound, we'll
 be slowing their startup by competing for the cpu.

 I'm afraid the icon pulsing thing still takes an appreciable amount of
 cpu, more than it should. Perhaps someone could profile it and see where
 in the stack is going the time?
