I think this is a problem with the clipboard only, as I can't reproduce it
in other edges of the frame.
When rolling over items in the clipboard, the primary and secondary
palettes appear as desired. However, there are two problems with the
interaction once they appear:
1. If a primary or secondary palette appears for a clipping and the
cursor moves up or down the frame to another clipping, the frame
disappears the instant the mouse leaves the clipping for which the
rollover is displayed. Instead, it should follow the scrubbing rules that
the other frame edges use.
2. If a primary or secondary rollover appears for a clipping and the
cursor moves into the palette (and thus out of the frame), the frame will
disappear as soon as the mouse re-enters the frame, even if it re-enters
the clipping for which the rollover is displayed.
These two issues make any interaction with the clipboard extremely
frustrating.
