#3009: Buttons in frame should match behavior of buttons in toolbars

 Although these buttons live in the frame, their behavior should be
 identical.  In particular:

  1. The black 75px prelight should have a gray border when the palette
 appears, and should appear connected to the palette.
  2. The black prelight should remain visible as long as the associated
 palette is visible.

 Hopefully this will amount to some copy/pasting, since all the intricate
 details have been worked out for toolbar buttons.
