#3005: Floating palette scrubbing: palettes are "jumpy"

The palette scrubbing is just a little odd in freeform views. Consider the
 following sequence:

  1. Roll over an icon (let's use battery as an example)
  2. Battery palette appears next to cursor
  3. Roll briefly out of the battery palette/icon, but ''not'' over another
 icon
  4. Move cursor back over battery palette/icon again
  5. Witness the palette reposition to the point at which the cursor re-
 entered

So, there are two points that might make this more intuitive:

  1. The delay on closing the palette on rollout is intentional, so that I
can do so accidentally without disrupting things. The palette should not
move at all when I roll back into it, since that is disruptive. Unless
the palette has been hidden, it should remain in the same spot.

  2. Unlike anchored palettes whose position is defined by the icon,
freeform palettes appear adjacent to the mouse. This works when I'm
holding my mouse over an icon to invoke it (or using the right mouse
button), but it's strange when scrubbing, because the palette often
appears off to the edge and not over the icon itself at all. I think that
in the scrubbing case, it would be nicer to always place a corner of the
palette in the center of the icon it relates to, so that it's easy to keep
track of things. Alternatively, we could just omit scrubbing in freeform
views, at least for now. It could be useful to find the activity you want
or the person you're looking for, but it could also be annoying, since you
might try to move the cursor away from an icon to hide all open palettes
and keep spawning new ones accidentally.
