Comment:

 Sure, it's just a 2.25pt button-gray line (just like all the borders),
 having 15px padding above and below it thus being 45px tall (the line
 itself) when placed in a standard toolbar.  It should have 15px of padding
 on left and right sides (it should be 30ps wide in total).

 We actually want to use this in the small toolbars as well, having the
 same specs.  With the same rules for padding, the line itself will
 actually be 15px tall in this case.
