 Today all the XOs start scanning on channel 1. If the school server has
 more than one mesh channel, they will all try to associate that one
 instead of some of them going to channels 6 and 11.

 They should start their search for a school server mesh from a random
 channel.

 The search for and AP or an XO mesh should probably always start with
 channel 1.
