FWIW, I think you can skip a step in the "how to reproduce" recipe above:
I think all that matters is that the key initially have a DOS filesystem
and be unpartitioned (some keys actually come from the factory this way!),
and then you use fdisk on it without using the 'o' option to completely
rewrite sector 0.
The (debian) man page for fdisk intimates that 'cfdisk' might actually be
more correct, but IIRC I actually used cfdisk to partition the disk
originally, not fdisk. So no guarantee there.
