 indicates improved support for languages we may need to care about in
 finite time.  Behdad thinks we should update to 1.18, due out shortly
 (next few days)....  Worth waiting to do this until 1.18 hits the street.

 Could become a blocker on short notice, if certain countries commit.

 Cairo keeps getting better and better....
