Comment:

 OK, Pentagram and I have decided that we'd like to go with option 2: omit
 the actions in the option list that aren't currently available.  Our
 reasoning for this is that most of the palettes are contextual, and as
 such the actions within them should be contextual both to the object and
 to the current state.

 This isn't a technical limit, though, this is really just a design
 guideline that we'll use throughout contextual Sugar palettes.  Activity
 developers may want to employ (and may be encouraged to) a different
 approach for option menus within toolbutton palettes, which are more
 persistent elements.  For instance, it's still useful to see the "copy &
 erase" secondary function in the "copy" button palette even if there is no
 selection to copy, for discoverability.

 I'm closing this ticket, since it's mainly a guideline.  Eduardo and
 Tomeu, this might effect some of the palettes in places like the mesh and
 the clipboard. Please take it into account, and open tickets for specific
 palettes which might have inactive elements in them.
