 Though there has always been a facility, available via the halo of any
 morph, to specify a balloon-help message to be associated with that morph,
 it has always lived in the "debug" menu, and thus has not been available
 under the normal "cambridge" preferences regime in force in most users'
 images.  Move this facility to another part of the halo menu, so that it
 becomes available to all users.
