Comment:

Well, in recent design discussions it came up that offering shared links
and tabs complicated the interface too much, and so we're basically
eliminating tabs altogether. Sharing links basically bookmarks the page
within the session, placing it in the tray with a small thumbnail and thus
behaving much ''like'' a tab. In fact, we can even keep separate HTML
views (with associated form contents, scroll positions, etc.) around for
each of these links, so that it works much more like tabs in general.
Still, this doesn't solve the popup issue at all. We either need to bite
the bullet and let new windows float on top, or simply load ''wanted''
(eg. explicitly called for via shortcut) popups into the document,
replacing the page that spawned it (as though it were just a normal link).
I think the latter is my preference.
