Comment:

 This is a classic case where X properties should be used.  You may have
 applications running on different machines; DBUS does not handle this case
 at all.

 This is something for window managers to handle, not sugar.  In fact, one
 could argue that Sugar itself should not handle this case, but hardware
 managers/window managers.  All we should do is provide an interface to set
 the hint.

 I'm taking this one to worry about getting an EWMH hint defined.
