Comment:

 Requesting to increase priority to blocker since this bug is hindering an
 aspect of the functionality of Measure activity (Which will now be in the
 default build); feel free to disagree.

 I have attached patches , but haven't got time to test them out.

 I wish to summarize the end objectives that we are hoping to achieve -

 1) Control of V_REFOUT must be independent of control of Analog Input
 while capture device is open.

 2) Control of High Pass Filter must be coupled to control of Analog Input.
 That is, when one is enabled the other one must be disabled.

 3) V_REFOUT and Analog Input must be disabled when capture device is
 closed.
