Comment (by mstone):

 The existence of a hard dependency on CONFIG_PM (and
 CONFIG_SOFTWARE_SUSPEND, see below) should either unconditionally enable
 those options or should not exist.

 Also, CONFIG_SOFTWARE_SUSPEND:

 arch/i386/kernel/built-in.o: In function `wakeup_start':
 arch/i386/kernel/olpc-wakeup.S:(.text+0x9006): undefined reference to
 `swsusp_pg_dir'
