 This is certainly a good start.  At least it makes the tags useful to
 specify in the meantime, and we can swap out the algorithm for a stronger
 one later.  The only key change I would argue for is partial matching
 support on tags, which isn't needed for full text, but that's still an
 enhancement.  I think your proposal could be enough for trial 3.
