Comment:

 In Build 542 this bug is still present.  The way to invoke it:  Be in an
 activity, e.g. the Journal.  Press Ctl-Alt-F1 to get to a text screen.
 Press Ctl-Alt-F3 to return to X server.  The X server does not return to
 the Journal screen; instead it displays the Neighborhood screen.  This is
 inappropriate; it should come back to whatever X screen you left it with.
