 To complete the Palette implementation I need to know how focus should
 work for the Palette. Here is  a logic that I *think* we should be able to
 implement without too much trouble and that make sense to me:

  * Tooltips and menu only palettes do not take keyboard focus when
 activated. Clicking on them doesn't give keyboard focus either.
  * Dialog like palettes (with controls, entries etc) takes focus when
 activated. When deactivated the focus goes back to where it was before
 activation.

 Also, will all the dialog like palettes be deactivated on focus out? I'm
 not sure that would be good for the history/bookmarks palette in the
 browser for example. The user shouldn't have to be careful about not
 moving the mouse outside the palette.
