 Right now there is no border on the frame, causing it to blend into
 various elements of the activity.  Most confusingly, selected tabs within
 the toolbar appear attached to it, but many other elements do as well,
 depending on the activity.

 To fix this, we should add a 2px button-gray border to the inner edge of
 the frame. (The same as the border applied to palettes)
