 #2030 implements the "wedges in activity ring should be proportionate to
 memory usage" thing. As discussed there, the solution to this bug is to
 not let the user open more activities than will fit on the ring. (IIRC, we
 should close the least-recently-used activity if the user tries to open a
 new one that there isn't enough memory for.)
