 I'll attach a patch that seems to fix the issue in Firefox 2.0 at least.

 The fix is to change the bottom border for links from being "none" to "1px
 dashed transparent". It seems the Trac home site solves the issue by
 removing the default dashed underline completely which would also work.
 But since it's such a minor issue if this patch doesn't b0rk anything in
 IE (the 1px value might cause an issue) it would seem reasonable to use it
 and close this issue.

 Could someone with access to Trac please try applying this patch and close
 this issue if it works, thanks.
