 If you're localizing the rest of the laptop for all those, then yes.

 By that "living" standard, the USA has 337 languages. Very few of those
 337 are used in any school. So I think "living" is not the appropriate
 standard. For Nigeria, the CIA's World Fact Book lists only English
 (official), Hausa, Yoruba, Igbo (Ibo), and Fulani. That's 5 languages.

 Five doesn't sound so bad. In any case, translation is a parallelizable
 on-demand sort of task that can be done by locals even after the laptop
 ships. Adding whole new locales should be doable in the field. Maybe you
 will get 500 localizations.

 BTW, in Nigeria the unlocalized words show up in the country's official
 language.
