 When the frame wasn't explicitly turned on via the frame key, this is
 expected behavior anyway. The frame should hide once the cursor is
 sufficiently outside of it.

 So the only real question is what happens when the frame is turned on via
 the key.  Clearly it has to move out of the way to make the drop possible.
 Either the user has to do this with the key, or it has to happen
 implicitly.  I think the latter case is preferred, and the only remaining
 question is if the frame comes back once the drop is completed.  I think I
 would argue yes to that, since it both preserves the users preferred
 state, and also makes it easy to grab a few things successively from the
 frame, since it's ready and waiting for a new drag operation once you've
 completed the previous drop.
