Comment (by jerub):
On debian derived systems, the sysvinit package has a /sbin/halt that will
power off the system, this is from its changelog:
{{{
sysvinit (2.75-1) frozen unstable; urgency=low
* Rewrote last.c to be much more memory friendly and correct,
thanks to Nick Andrew <nick at zeta.org.au> and
David Parrish <dparrish at zeta.org.au>
* Fixes bugs:
#21616: sysvinit: sulogin thinks md5 root password is bad
...
#22579: power-off on halt
