 Epilepsy is rare, but it does occur in children.

 Given that the display itself shouldn't be flickering noticably, in the
 case of a child with epilepsy triggered by blinking lights the only common
 trigger on the XO should be the network status LEDs, barring battery
 malfunction.

 While using the two LEDs in question to give network status information is
 useful, it should be possible to disable this on a case by case basis.
