New description:

 All keyboards will have a trac entry to tracking their layout status. This
 collects them into one place.

   * #421 - Thai
   * #422 - Spanish (Argentine)
   * #423 - Nigerian
   * #424 - Portuguese (Brazil)

 Note that there will be other keyboards and layouts for other
 national/cultural/linguistic reasons.  The current layouts are aimed at
 the international software developer community and the specific countries
 named.

 There are some generic decisions we have made, however, such as removing
 caps lock, which only causes trouble for most children, and  putting
 control in an easier to reach location (to reduce the RSI problems all too
