Comment:

 We would have to initialize a non-functional network interface so as to be
 able to load the firmware on open. It sounds to me that bringing up a non
 functional interface for that purpose is odd/wrong.

 We could have a "reload" operation via sysfs for the driver to attempt to
 bring up present devices.

 Or you can just reload the module after the firmware is in place, which is
 how most net drivers using firmware download work.

 Personally I don't think the driver needs this "feature".

 Anyway, scheduling to some distant time in the future. Tempted to mark it
 as "wontfix".
