Comment:

 I think we all have a pretty good sense here of how to do things:
 Milestones are used to set when we target the completion.

 Milestones now default to "not triaged", so we know if a milestone has
 been set or not.

 Priorities are used to indicate the importance of the issue.

 Keywords are useful for categorization, though we've not used them much so
 far.
