 This is because the two methods of controlling the wireless you are using
 (iwconfig on tty, NetworkManager in X) are incompatible, and do not share
 knowledge about the state of the connection with each other.

 The solution is to not use iwconfig.  :)  Did you have a reason you needed
 to use it?
