[Aop] developer keys needed for rooting around?

Originally, as I undertsand it, developer keys were going to be needed
in order to

* install a new operating system, go kernel hacking
* change the firmware

and things at this level of detail.

Today I heard on #sugar that a proposed short-term consequence of losing 
vserver was requiring developer keys in order for children to get root on 
their machines.

I hope I misunderstood; this would clearly be a bug.  Can someone explain 
the issues surrounding giving users root when they explicitly request it, 
and when this would and would not be possible under rainbow?
